Winn is the chief information officer for transportation within the North Carolina Department of Information Technology.
State Leadership of the Year
Frank Winn led the business side transition of the entire North Carolina Department of Transportation IT Division to the state’s centralized Department of Information Technology. The move consisted of approximately 500 employees, including teams in engineering application development, infrastructure, cybersecurity, architecture office, human resources, DMV application development, SAP ERP, web development, GIS and PMO.
