Announcing the winners of the 2026 StateScoop 50 Awards

The StateScoop 50 Awards annually honor the top people and projects across the state government IT community.

Scoop News Group is pleased to announce the winners of the 2026 StateScoop 50 Awards.

The awards, now in their 13th year, honor the most influential people in the state government IT community, and the most innovative projects that advance government operations and citizen services.

The 2026 awards will be presented to winners at a reception that coincides with the National Association of State Chief Information Officers’ annual conference in San Diego later this year.

Starting in early February, members of the state and local IT community nominated hundreds of leaders and projects for this year’s StateScoop 50 Awards. StateScoop narrowed the list to nearly 140 finalists, and from March 30 through May 8, readers cast more than 1.5 million votes to select this year’s 50 winners.

“In 13 years, this year’s StateScoop 50 Awards recipients truly represent not only the best of the last year in state government history, but the best of the best of the state government IT community,” said Jake Williams, senior adviser for state, local and education at Scoop News Group. “The projects and people nominated — and honored — this year represent a bright future for state IT. A future that represents innovation and progress instead of the status quo.”

This year’s awards recognize leaders and projects from 22 states, along with executives from 12 companies.

Dave Cole

Chief Innovation Officer, State of New Jersey

GoldenGov: State Executive of the Year

Dave Cole has served as New Jersey’s Chief Innovation Officer for two years. Despite New Jersey’s gubernatorial transition in 2026, he was asked to stay on in Gov. Mikie Sherrill’s new Cabinet. Cole ensured the first-in-the-nation codification in law of a state-cabinet-level innovation team in January 2026.

Jeff Clines

GoldenGov: State Executive of the Year

Wyoming Chief Information Officer Jeff Clines actively drives a citizen-first mindset across state government by modernizing foundational digital infrastructure and processes. Clines focuses heavily on establishing the Department of Enterprise Technology Services as a trusted, strategic business partner for state agencies to counteract years of leadership turnover and bring long-term organizational stability.

Katrina Flory

GoldenGov: State Executive of the Year

Ohio Chief Information Officer Katrina Flory actively spearheads statewide technology transformation by prioritizing digital equity, user experience, and robust system modernization. Under her leadership, the state has dramatically reduced its number of unserved broadband locations.

Timothy Galluzi

Chief Information Officer, State of Nevada

GoldenGov: State Executive of the Year

Nevada Chief Information Officer Timothy Galluzi aggressively champions a “whole-of-state” approach to cybersecurity by implementing game-changing endpoint detection upgrades and advocating for a unified statewide security operations center. To combat modern digital threats like malicious website duplication, he actively pushes state agencies to migrate onto the highly secure .gov top-level domain to bolster public trust.

Jenson Jacob

Executive Deputy CIO, State of New York

GoldenGov: State Executive of the Year

New York State Executive Deputy CIO Jenson Jacob has transformed New York state government IT over a career spanning 15 years of service to New Yorkers. Jacob began with the Information Technology Services agency as an Enterprise Architect and worked at all levels until being appointed Executive Deputy CIO in 2025. As Executive Deputy CIO he has led transformative change to the operating model of ITS and delivering improved service to both state employees and all New Yorkers who rely on an immense variety of critical state services.

Bill Kehoe

Chief Information Officer, State of Washington

GoldenGov: State Executive of the Year

Washington State Chief Information Officer Bill Kehoe is driving an ambitious “connected government” initiative to break down agency silos and turn the state’s digital presence into a unified user experience. Through the ongoing modernization of the state’s core portal, Kehoe and his team are working to enable residents to discover and interact with services seamlessly from a single platform.

Henry Lofton

Deputy CTO, Washington, D.C.

GoldenGov: State Executive of the Year

Henry Lofton, Deputy CTO for Washington, D.C.’s Office of the Chief Technology Officer, is a visionary leader in infrastructure and digital equity. In 2025-2026, Lofton pioneered DC’s “Humans in the Loop” AI governance, launching mandatory District-wide Responsible AI training to ensure ethical innovation.

Bry Pardoe

Chief Information Officer, Commonwealth of Pennsylvania

GoldenGov: State Executive of the Year

Pennsylvania Chief Information Officer Bry Pardoe is taking her previous work as the inaugural director of digital services agency CODE PA to the next level as the state’s newest CIO. In the role, Pardoe is now responsible for the vision of the state’s IT strategy.

Marcus Thornton

Deputy Chief Data Officer, Commonwealth of Virginia

GoldenGov: State Executive of the Year

Marcus Thornton leads the Virginia Office of Data Governance and Analytics (ODGA). This group is charged with assisting other Commonwealth of Virginia agencies with their data governance, data management, and data sharing. Thornton has overseen the implementation of a data governance program for the Commonwealth which includes data governance role-based training and a resource library for agencies to improve their data governance policies and practices.

Brandon Ragle

Brandon Ragle, the chief information officer for the state of Illinois,  exemplifies transformational leadership in state government, consistently driving progress through vision, collaboration, and operational excellence. His ability to align teams, modernize processes, and deliver resident focused outcomes has elevated performance across the agency. Ragle’s commitment to innovation, coupled with his steady, strategic approach, has strengthened cross agency coordination.

Tony Sauerhoff

Chief Information Officer, State of Texas

Texas Chief Information Officer Tony Sauerhoff drives statewide initiatives aimed at fortifying digital architecture against sophisticated threats while maintaining strict technology governance models. Additionally, Sauerhoff frequently collaborates with state and national technology associations to ensure that Texas’s technical roadmaps directly align with modern, long-term public sector innovations.

Wendy Barron, the chief information officer for the Texas Department of Motor Vehicles,  has had a positive impact on the state IT community by leading with a strong focus on service, teamwork, and results. Barron has strengthened technology operations, improved cybersecurity, and led major transformation efforts in a complex state agency environment.

Chief Privacy Officer & AI Strategist, State of Oregon

State Leadership of the Year

As Oregon’s Chief Privacy Officer and AI Strategist, Nik Blosser is translating vision into statewide practice. He spearheaded the state’s first enterprise privacy guidance and is driving enterprise AI governance. His approach pairs innovation with security and data-classification guidelines, helping agencies implement new technologies quickly and safely.

Director of the Business Innovation Group - Department of Corrections, State of Colorado

State Leadership of the Year

Eddie Caley, Director of the Business Innovation Group at the Colorado Department of Corrections, is a visionary executive redefining technology transformation in state government. Caley recognized that the agency sat on a wealth of untapped data. Rather than settling for incremental change, he built a strategy to fundamentally improve how policies are designed and measured.

Under Washington, D.C. CISO Suneel Cherukuri’s leadership, the District of Columbia has been modernizing remote employee access and accelerating cloud adoption to improve both user experience and security. Cherukuri has led the development of a strategy for the city that involves a combination of traditional cybersecurity and automation, as well as focusing on the risk management framework and city employee education.

Chris Duncan

IT Director - Secretary of State, State of Indiana

State Leadership of the Year

Chris Duncan, as its IT director, has played a central leadership role in modernizing the Indiana Secretary of State’s technology platforms, delivering several high-impact initiatives that leverage AI, cloud computing, and modern digital architecture to improve govt efficiency and public services.

Jenel Ferrell

IT Program Manager, State of Minnesota

State Leadership of the Year

Jenel Ferrell was the connective tissue behind Minnesota’s Paid Leave technology launch — the person who made sure the right people were in the room, blockers got cleared, and the project kept moving forward. As Program Manager at the Minnesota IT Services (MNIT), Ferrell was the go-to fixer for all things IT. She brought a rare combination of technical fluency and people-first leadership, crafting a “one badgeless team” approach that united state employees, vendors, and multiple agencies under a shared mission: dissolving the silos that so often derail complex government projects.

L.V. “Pokey” Harris

Executive Director - 911 Board, State of North Carolina

State Leadership of the Year

Since joining the North Carolina 911 Board in 2018, L.V. “Pokey” Harris has helped complete a $99M NG911 upgrade, creating a data-driven 911 network across North Carolina that improves responders’ access to crucial information.

Troy Horton

Group CIO - Health and Human Services, State of Illinois

State Leadership of the Year

Troy Horton is a transformative technology leader who bridges advanced data science with frontline government operations. As Group CIO for Health and Human Services in Illinois, he led the Case Error Reduction (CER) initiative, using Machine Learning to strengthen the integrity of the SNAP program. Under his leadership, Illinois shifted from a reactive audit approach to a proactive model that identifies high-risk cases before payments are issued.

Ricki Koinig

Chief Information Officer - Department of Natural Resources, State of Wisconsin

State Leadership of the Year

Ricki Koinig, CIO of the Department of Natural Resources in Wisconsin, has fostered strengthening security, reduced technical debt, and aligned technical investments with organizational priorities. Koinig is a strategic partner who fosters enterprise-wide collaboration through active participation on state-wide initiatives and cross-functional teams.

Tim Marczewski

Chief of AI, State of Missouri

State Leadership of the Year

Tim Marczewski, the chief of AI for the State of Missouri, has ushered and progressed the use of AI into the state to improve citizen outcomes and drive operational efficiencies across the 17 agencies in government. Marczewski’s military rigor and work ethic has enabled him to create AI use policies and governance, rapidly expanding access to these platforms to thousands of state employees and returning 7-figure ROIs.

Arijit Sarkar

Chief Information Officer - Department of Education, State of Arkansas

State Leadership of the Year

Arijit Sarkar, Chief Information Officer for the Arkansas Department of Education (ADE), has played a pivotal role in advancing the state’s K-12 digital modernization efforts and strengthening the broader Arkansas public-sector IT ecosystem. Under his leadership, ADE’s Office of Information Technology has overseen the design, development, and deployment of multiple enterprise platforms within the ADE Data Center environment, including the Arkansas Application Portal (AR-APP) which consolidates 17 separate federal and state planning applications into a unified strategic planning system for school districts statewide.

Vitaliy Panych

Chief Information Security Officer, State of California

State Leadership of the Year

Vitaliy Panych, state CISO of California,  is responsible for the security of more than 140 state departments and protecting upwards of 400 million malicious probes daily, Panych has successfully moved California beyond traditional security boundaries. Through the creation of the Cal-Secure roadmap and the Information Security Leadership Academy, he has not only fortified technical infrastructure but fundamentally matured the state’s cybersecurity culture and workforce.

Darin Westby

Director - Department of Transportation, State of Wyoming

State Leadership of the Year

Darin Westby is the director for the Wyoming Department of Transportation. As a leader, Westby helped spearhead the agency’ MAX Project to modernize driver services statewide. Deployed in October 2025, MAX transitioned Driver Services off the mainframe onto a secure, scalable platform supporting modern digital services.

Chris Wooten

Director of Data Engineering & Architecture, Commonwealth of Virginia

State Leadership of the Year

Chris Wooten has led the technical team for the Virginia Office of Data Governance and Analytics for several projects benefiting the Commonwealth. During the previous administration, he led the team to create the Virginia Permit Transparency Dashboards, which was an effort to bring more transparency to the permitting process in the Commonwealth of Virginia. Most recently, Wooten has led the technical team to partner with the Virginia Information Technologies Agency and the Virginia Opioid Abatement Authority in the creation of the Substance Use Disorder Analytics (SUDA) Platform, which brings together substance use related data for Commonwealth leadership to make data driven decisions to combat the opioid crisis in Virginia communities.

AI Accelerator, State of North Carolina

State IT Innovation of the Year

The AI Accelerator was established by Gov. Josh Stein’s Executive Order on AI, signed in September 2025. Located within the N.C. Department of Information Technology, this free program enables state agencies and employees to showcase AI use cases, develop, test, and pilot AI solutions in a secure environment during 60-day sprints.

AI Notary Learning Management Courses, State of Indiana

State IT Innovation of the Year

The Indiana Secretary of State’s  Notary Education Learning Management System has had a meaningful impact on the government IT community by demonstrating how modern cloud platforms and responsible use of artificial intelligence can improve public services. Serving more than 50,000 notaries, the platform replaced fragmented legacy systems with a secure, AI-enabled learning environment that improves accessibility, engagement, and compliance while reducing administrative burden.

Improving Citizen Services for Human Services, State of Missouri

State IT Innovation of the Year

The State of Missouri was one of the first states in the country to align their technology to support all of the HR1 mandates required for Federal Means Tested benefits Eligibility. The state quickly engaged multiple partners to reinvent the process by which citizens apply for, renew, and report updates using Google GenAI on both their web portals and contact center.

The New Hampshire Liquor Commission Division of Enforcement & Licensing modernized its enforcement and regulatory operations by replacing a legacy records management system with a secure, cloud-native platform through a collaborative partnership with System Automation and implementation of the “Evoke” platform.

The Kansas Board of Nursing modernized its investigative and disciplinary operations using the “Evoke” platform from System Automation. Previously, investigations relied on paper files, spreadsheets, and manual coordination, making it difficult to track evidence, manage data, and generate reports.

MAX Project, State of Wyoming

State IT Innovation of the Year

For more than four decades, the Wyoming Department of Transportation (WYDOT) relied on the Revenue Information System (RIS), a legacy COBOL/ADABAS mainframe that required manual, paper-based workflows and lacked modern digital service capabilities. As expectations for online government services grew, the system became a barrier to innovation and efficient service delivery. To address this challenge, WYDOT launched the MAX Project in August 2023 to modernize Driver Services statewide.

What once required multiple phone calls, website visits, and in-person trips now takes minutes online. In the first two days alone, 8,000+ parents successfully registered with 100% uptime and zero crashes—a stark contrast to the previous system’s decade of failures. The “My Out of School Time DC (MOST DC)” portal has generated 30,000+ visits in its first year.

SUDA enables health and safety leaders, public administrators, and policymakers to respond swiftly and effectively to substance use challenges.

Statewide Artificial Intelligence Efforts, State of Arizona

State IT Innovation of the Year

The State of Arizona launched a comprehensive trial program for NotebookLM, involving 173 users from 13 agencies. The trial yielded positive results, with the average comfort and understanding of NotebookLM going from a pre-trial rating of 1.95/5 to 3.78/5 upon completion.

Claire Bailey has made a lasting, nationwide impact on the state cyber and IT community through more than four decades of leadership in modernization, cybersecurity, and citizen service. A trailblazer and cabinet official for two Arkansas governors, she delivered foundational digital government advancements as CTO, including the first digital drivers’ licenses, online services connecting 75 counties, statewide cybersecurity tools, and modernized public safety and election systems. Nationally, she has strengthened collaboration and best practice sharing through leadership roles in NASTD, NASCIO, and GovTAP.
