Rhode Island Awards HP $89.9 Million Medicaid Contract Extension

HP Enterprise Services Tuesday announced the Rhode Island Executive Office of Health and Human Services (EOHHS) has signed a $89.9 million, five-year contract for HP to continue as fiscal agent for Rhode Island’s Medicaid program and additional state departments.

Under the terms of the extension, HP will implement a number of enhancements to existing state systems, including migration of Rhode Island’s Medicaid data center operations to a state-of-the-art HP data center. The agreement also contains three option years not included in the contract value.

HP also will assume responsibility for and upgrade the EOHHS’s data warehouse to address Rhode Island’s changing healthcare needs. Enhancements to the EOHHS’s Medicaid Management Information System (MMIS) include increased information sharing across systems and departments, designed to improve decision making related to costs, program administration and beneficiary care.

“One of our top priorities is to continually increase our capacity to access, produce, analyze, report and share vital information pertaining to the EOHHS and its departments,” said Steven M. Costantino, secretary of the Rhode Island Executive Office of Health and Human Services. “The enhancements to our system by HP are critical to our ability to effectively manage Rhode Island’s Medicaid Program and to continue to strengthen the services offered to those Rhode Islanders who rely on our health and human services programs.”

HP will continue to provide fiscal agent services for the EOHHS and its departments — Human Services; Health; Children, Youth and Families; and Behavioral Healthcare, Developmental Disabilities and Hospitals — as well as for the state’s Department of Corrections. By integrating systems, each department will be able to quickly adapt to changing state and federal regulations and better manage beneficiary care.

In addition, HP will continue providing claims processing, provider education and outreach, call center support as well as premium billing and collection services. The company also will manage systems, analyze data, and complete surveillance and drug utilization reviews to deter fraud and abuse.

Last year, HP processed more than 5.3 million Rhode Island healthcare claims, distributing $2 billion in Medicaid and other payments to more than 2,700 providers. During that period, HP call centers fielded more than 124,000 provider and recipient calls.
