Delaware hires former federal agency CIO as state’s new chief technology officer

The Delaware Department of Technology and Information on Tuesday announced that Tina Donbeck, a former federal chief information officer who led technology operations at the U.S. Development Finance Corporation, has been named as the state’s new chief technology officer.

Donbeck fills a role left vacant by Greg Lane, who served as Delaware’s state CTO for more than six years, until 2023 when he was named state chief information officer. Lane resigned as Delaware’s CIO in January 2026 following the election of Gov. Matt Meyer, though Meyer had nominated Lane to continue. After Lane’s departure, Jordan Schulties — DTI’s then-chief of administration — became acting CIO while he state conducted a national search. Meyer subsequently nominated Virginia CIO Bob Osmond as Delaware’s next CIO in April 2026, while Schulties was set to remain in a senior DTI role.

At DFC, Donbeck also held the roles of chief data officer, chief AI officer and senior agency official for privacy.

In Delaware, Donbeck will lead DTI’s application development, data management, enterprise project delivery and artificial intelligence organizations, and work with state agencies to modernize digital services and improve outcomes for Delawareans.

“Tina brings the kind of experience that will move DTI forward at exactly the right moment,”  Osmond said in a news release. “She has spent her career helping large organizations deliver technology that actually works better for the people who rely on it, and that is precisely the mindset we need as Delaware continues to modernize how state government serves its residents. I’m looking forward to what her leadership will bring to our team.”

Donbeck has also held senior technology leadership positions with the U.S. Patent and Trademark Office and the Department of the Navy, where she led enterprise transformation, software delivery modernization, strategic planning and technology workforce initiatives. She began her public service career in the United States Marine Corps, where she earned two meritorious promotions as a noncommissioned officer.
