North Carolina appoints former GSA official to lead state’s procurement transformation
North Carolina’s technology department on Wednesday announced the appointment of Shannon Casucci, a former technology official at the General Services Administration, as the state’s new chief procurement transformation officer.

Casucci will head the state’s IT procurement strategy and work with state agencies, vendors and the state’s Department of Information Technology to strengthen acquisition processes, improve transparency, enhance customer service and cut costs for taxpayers.
She previously served as acting deputy associate chief information officer and IT director at GSA, where she led IT investment strategy, vendor optimization and modernization initiatives across the federal agency’s IT portfolio, according to a news release. She spent 17 years with GSA before leaving in May to join Salesforce for a senior management role, according to her LinkedIn profile.
The state’s technology and administration departments share the goal of improving state procurement processes, according to the news release. Nate Denny, the state’s CIO, and Gabe Esparza, the state’s administration secretary, will collaborate on improving procedures, boosting interagency cooperation and developing a better purchasing system, the release continued.
Casucci said in the release that she was “honored to join NCDIT and support the state’s efforts to provide secure, reliable, and user-friendly technology services,” while Denny said her hiring will be key to strengthening state procurement: “As our state continues to modernize technology, enhance services, and simplify government navigation, Shannon’s leadership will be instrumental in improving our planning, purchasing, and delivery of the technology North Carolinians rely on. Shannon brings the ideal combination of procurement expertise, government technology experience, and people-centered leadership to this critical role.”
