State Up & Comer of the Year
Jen Cooper serves as State Ethics Director for the Indiana Office of Inspector General (OIG) and State Ethics Commission. When the pandemic hit, Jen worked with the IG to leverage technology so OIG staff were able to continue their confidential advising and investigative duties remotely and responsibly without missing a beat. Jen also transitioned the public commission meetings to a virtual format so they could carry on their business and comply with all public access laws while also providing attendees increased access to the live meeting and recorded meetings on the OIG website. Instead of canceling the OIG’s ethics conferences due to facility closures, Jen made these virtual and doubled the average in-person attendees at these conferences from previous years, significantly increasing the access to these learning opportunities.
