“Cloud-first”

Illinois in the past has made statements like that, too. But while I think there’s lots of value and lots of things cloud can solve for us, not everything fits with a hosted solution. We also don’t use cloud-first because we want to take some time and do some analysis. Do we have the right people to do that, too, because you open yourself up to potential vulnerabilities if you don’t know what you’re doing when you go to place something in someone else’s environment.
