Todd Richardson

State Leadership of the Year

Todd Richardson is the Director of the Missouri HealthNet Division (Medicaid). Starting in April 2020, in addition to his regular duties, he led the state government’s COVID Fusion Cell. The Fusion Cell involves hundreds of people representing 16 government departments as well as external public and private healthcare systems, long-term care providers and local public health authorities. Due to his leadership, the Fusion Cell collected and shared data daily to inform the state’s policy decisions during the pandemic. Richardson ensured critical IT and digital projects were resourced to gather, analyze, and communicate data-based insights internally and to the public.
