Virginia DMV selects vendor for IT overhaul

The Virginia Department of Motor Vehicles on Wednesday announced it’s selected the New York IT services firm Kyndryl to lead an upcoming overhaul of its systems.
Namely, the Virginia DMV sought Kyndryl to replace its Citizen Services Solution, a mainframe system that processes more than 200,000 transactions daily and powers its vehicle, driver and business applications.
Kyndryl will implement a new cloud system based on Microsoft Azure called MAX. It was developed in the Arizona state government before the state kicked off its digital ID pilot program in 2023. The company says the MAX platform will allow Virginia to add new features, like having mobile driver’s licenses that are accepted in-office.
The MAX system will also replace the digital systems used at DMV headquarters, customer service centers and call centers, and its interface will allow seamless interaction with other state agencies throughout Virginia, and across the country, according to a press release.
“The DMV technology transformation has been years in the making,” Sheppard Miller III, Virginia’s transportation secretary, said in the release. “With Governor Glenn Youngkin’s commitment to a best-in class DMV, we now have a winning plan and a winning partner in Kyndryl, and the citizens of Virginia will be the real winners.”
