Delaware governor names Virginia’s Bob Osmond as state CIO

As his pick for Delaware's chief information officer, Gov. Matt Meyer has named Bob Osmond, who's been heading IT in Virginia since 2022.

Delaware Gov. Matt Meyer on Monday announced he’s nominated Bob Osmond, the chief information officer of Virginia, to be his state’s new CIO and head of the Delaware Department of Technology and Information, the state’s technology office.

Osmond has led the Virginia Information Technologies Agency, or VITA, since 2022, where he’s overseen numerous statewide IT initiatives, including cybersecurity upgrades and management of the state’s IT infrastructure, which supports more than 65,000 users across executive branch agencies. He supervised an inventory of more than 2,500 applications used by the state and directed approximately $1.3 billion in annual technology procurement.  

Prior to his appointment as CIO under former Virginia Gov. Glenn Youngkin, Osmond served as chief of technology and business strategy at the Virginia Department of Transportation, where he was tasked with leading IT initiatives, process improvements and strategic innovation. Before that, he served as the division administrator of the state transportation department’s IT division.

“Technology is central to how we deliver services, protect critical infrastructure, and build a more responsive and efficient government,” Meyer said in a news release. “Bob Osmond is a proven leader with a track record of modernizing state systems, strengthening cybersecurity, and managing large-scale IT operations. I’m confident he will help move Delaware forward as we continue to innovate and better serve our residents.” 

The nomination of Osmond to serve as Delaware’s next CIO comes after Greg Lane, who had held the role since June of 2023, stepped down at the beginning of the year. Delaware’s acting CIO, Jordan Schulties, will continue serving the state in a senior role at DTI, the news release said.

“I am honored by Governor Meyer’s nomination and the opportunity to serve the people of Delaware,” Osmond said in the press release. “I look forward to working with state leaders and agency partners to strengthen cybersecurity, modernize systems, and deliver reliable, user-centered digital services.” 

Osmond’s nomination is subject to confirmation by the Delaware Senate, on May 6.
