The job, posted Monday, will be open for applications until Nov. 18. The job pays between $119,554 and $179,700 per year and will be based out of Boulder, Colo.

As the Chief Technical Officer, the incumbent will:? Serve as FirstNet’s authoritative source on strategic wireless technology and network operational planning; establishing and administering policies and procedures; developing network architecture standards; and advising on industry best practices for planning, organizing, and developing wireless network solutions.?Manage the review and approval of systems development and acquisitions.

Coordinate the development and deployment of network systems and applications and the operations and maintenance support network services for the nation-wide wireless network.?Plan, develop, monitor, and coordinate the implementation of all network activities within FirstNet.

Establish and maintain effective working relationships within FirstNet and with multiple and varied outside stakeholders as a way to collaborate with and to inform and advising them on critical issues that directly affect the design, construction and operation of the FirstNet network.?Ensure all network deployable assets utilize cost-efficient state of-the-art systems. Approve, coordinate, and certify all deployable assets, systems, applications, and end- user devices meet necessary technical requirements and all established standards.

Ensure that FirstNet’s applications are technically sound, cost-effective and facilitative of FirstNet’s mission.?Direct the development and application of appropriate controls and policies that ensures the protection of the network, and the identification of internal and external threats.

Maintain a working knowledge of current and emerging technology and best practices in regard to network authentication security.?Manage the coordination and deployment of FirstNet systems, applications, and support network.

Determine proper network operation metrics, and develop and manage an effective program for monitoring and maintaining on-going performance.  Utilize specific, highly complex network operational experience and ability to manage staff to resolve critical and time sensitive problems and situations.?Ensures that technical systems, policies, and processes are fully supportive of FirstNet’s mission and consonant with NTIA and Departmental policies and initiatives.?Supervise and direct the work of a professional and technical staff that support and implement the administration of the network.

Provide a comprehensive set of public safety services which support using long-term evolution (LTE) state of the art technology.?Represents FirstNet in deliberations with other NTIA offices, including the NTIA Institute for Telecommunication Sciences, concerning joint efforts or development, the establishment and maintenance of network standards in which all have a stake, or for which shared resources are involved.?In conjunction with applicable delegations of authority in the above areas of responsibility, the incumbent works closely with FirstNet’s other staff offices to identify and resolve complex technical and operational problems.

Incumbent plays a major role, as a senior advisor to the FirstNet Interim General Manager, in the development of strategies to plan, acquire and deploy technology resources in support of FirstNet’s missions.
