“Vermont developed an innovative data model and governance structure that addresses data compliance while enabling data sharing across agencies. The cross-agency data sharing increases the strategic value of the state’s data and allows for insights that were previously unobtainable. We accomplished this through three key methods: data governance, data elements standardization and the enablement of compartmentalized data and sharing mechanism. A foundational item is that it provides structure and framework, while allowing for flexibility that each agency needs. It addresses the data culture and compliance requirements for data privacy while enabling the need to analyze data across agency and domain.”
